Under the authoritarian regime of President Putin, Russian Federation conducts a horrific and barbaric war against Ukraine, killing tens of thousands of innocent people, destroying cities and villages. One of the Bucha massacre victims was a prominent physicist Vasyl Kladko, who was gunned down in the street in cold blood. The world witnesses horrific war crimes and acts of genocide by Russia and reacts by cutting business, political, and cultural ties with the Russian Federation. International agencies suspend Russian representatives from participating in UN Human Rights Council, from performing at opera houses, or competing in sports arenas. Similar measures must be implemented in all areas of science and technology if the world wishes to stop the Russian threat to humanity.

We insist on severe restrictions on all government-supported academic and educational institutions in Russia. No joint research projects should be carried out. No books and articles by authors affiliated with Russian institutions should be published outside Russia. All forms of scientific contacts and cooperation, including the participation of Russian scientists in international conferences and seminars, should be put on hold.

There is an opinion that Russian people in general and Russian scientists, in particular, are not responsible for the war and thus do not deserve "collective punishment." A recent letter "Let's not abandon Russian scientists" [1] proposes to differentiate between the " Putin's brutal, unprovoked war against Ukraine" and the Russian scientists that "should not be abandoned." The letter stresses that "shutting down all interaction with Russian scientists would be a serious setback to a variety of Western and global interests and values."

The vast majority of Russian citizens actively support the war. Scientists are among them. Practically every Russian academic institution backed the invasion of Ukraine; for a partial list, see [2]. Many develop technologies that enable the killings of Ukrainian civilians. A tiny fraction of scientists opposes the Russian regime and its war [3], as do some politicians, writers, journalists, athletes, and artists in Russia. Although their voices do nothing to stop their government, we are thankful to them.

Putting on hold scientific interaction with Russia may indeed create setbacks to some global interests. However, today's most important global interest is to stop the criminal war launched by Russia in Ukraine rather than to comfort Russian scientists behind the frontlines. The unprecedented horror inflicted by Russia requires the world to resort to extraordinary measures driven by moral obligations and human values. We are confident that scientific cooperation will flourish again once the evil is defeated and new generations of Sakharovs and Nemtsovs emerge to lead the Russian nation...
